Stock Road Extension

City of Swan

Talis was engaged by the City of Swan as Superintendent in accordance with an amended AS4000 Contract for the construction of the Stock Road Extension, Bullsbrook. This project, located in Bullsbrook, Western Australia, provides a critical RAV7, Over Size Over Mass connector road from Great Northern Highway to Tonkin Highway (NorthLink WA).

Bulk Earthworks accounted for a considerable portion of overall Construction works, with embankment construction heights of up to 4m across the 5km site. Scope of Talis services provided included but was not limited to monitoring and inspection activities for each Earthworks lift, monitoring and reviewing Contractors QA documentation, and responding to variable and often unfavourable insitu materials and conditions.

With a construction value of circa $50M, the scope of construction works included:

  • Construct approximately 4.3km of single carriageway (two lane) road;
  • Upgrading the rail crossing on Stock Road to an at grade, active controlled rail crossing with boom gates and signalling;
  • Realignment of Railway Parade/Stock Road intersection to a staggered T-intersection formation;
  • Installation of five key intersections between Railway Parade and Great Northern Highway;
  • Construction of a new concrete 29.05m single span T-Roff Concrete Bridge over Ellen Brook including but not limited to earthworks, pavement construction, asphalt surfacing and associated works;
  • Construction of roundabout to Great Northern Highway;
  • Installation of a new sewer pressure main along Great Northern Highway and
  • Service relocation works within the project site as required.

Services provided by Talis in relation to this Contract included:

  • Act as project Superintendent to administer the construction Contract (including certification and approval of project hold points);
  • Responsible for the Contract Administration, Superintendence and site inspection up to and including final completion;
  • Provision of all responses and instructions related to the general construction methodology and resolution of general details which do not influence the intent of the original design;
  • Communications, record keeping and reporting;
  • Inspections, witness points and monitoring;
  • Provision of the following 2 onsite representatives full time for the duration of the Contract:
    • Superintendent’s Representative; and
    • Site Inspector
  • Monitoring and enforcing Contractor compliance with the following approved Management Plans:
    • Construction Management Plan;
    • Construction Environmental Management Plan;
    • Health and Safety Management Plan;
    • Bushfire Management Plan;
    • Record Keeping Management Plan;
    • Site Establishment Management Plan;
    • Aboriginal Participation Management Plan;
    • Quality Management plan; and
    • Traffic Management Plan.
