Main Roads WA Circular Economy Plan

Talis was engaged in a collaborative process with Main Roads Western Australia (MRWA) to develop the Circular Economy Plan, providing a clear framework for embedding a ‘sustainability first’ approach across their operations and projects. The engagement encompasses two key phases: the development of the Plan and the subsequent support of its implementation.

MRWA Circular Economy Plan Objectives:

While MRWA had undertaken a number of circular economy initiatives, these had often been delivered without a unified framework, resulting in fragmented processes and missed opportunities for greater impact. The Circular Economy Plan was developed to address this gap, defining MRWA’s vision, strategic objectives and key pillars to ensure a coordinated and meaningful effort going forward.

The Plan was designed to achieve the following objectives:

  • Align all circular economy activities to ensure they are scalable and can be seamlessly integrated into MRWA’s projects and processes
  • Identify key Priority Materials, maximising the use of recycled and sustainable content through across operations, collaborative research, and innovation
  • Practice sustainable procurement
  • Accelerate knowledge sharing and engagement for circular economy principles.

Talis’ Role in Developing the Circular Economy Plan:

  • Developing a Circular Economy Framework and defining its key pillars
  • Leading extensive stakeholder engagement for both internal and external parties to assess the concerns, challenges, gaps, and opportunities from many different perspectives. The consultation process includes:
    • Designing and delivering training modules
    • Facilitating a series of workshops each aligned with the overarching framework
    • Collaborating with teams across MRWA to develop targeted initiatives that highlight the role every stakeholder plays in advancing circular economy outcomes.
  • Providing risk management and regulatory oversight
  • Establishing strategic targets and implementation pathways to drive the uptake of priority materials
  • Developing the Actions and Opportunities Program – a set of clear, measurable and time-bound targets to guide MRWA’s shift toward circular practices over the next five years.
