Talis Consultants was engaged by the City of Joondalup to carry out condition assessments and inventory audits of retaining walls and Public Open Spaces (POS) assets, including picnic tables, seating, sporting infrastructure, signage, and fencing. The team utilised field and desktop Geographic Information System (GIS) applications to determine retaining wall ownership responsibilities, while our Data Capture Officers conducted on-foot field assessments of the nominated POS assets and retaining walls.
The scope of works were:
Inventory Audit and Condition Assessment of Parks & Public Open Space Assets
- Comprehensive asset audit and review of existing recorded assets.
- Comprehensive update and data capture against asset & spatial information for all assets, including data gaps.
- Assess asset condition in accordance with specified standards.
- Return an updated inventory suitable for use in the City’s infrastructure asset management system.
- Identify defects in accordance with prescribed defect types.
Inventory Audit and Condition Assessment of Retaining Wall Assets
The scope was split into two phases which included the below activities:
PHASE 1:
- Confirm asset ownership of all unrecorded asset inventories (captured in the City’s retaining Walls Map) through a desktop validation exercise.
- Calculate the required budget and timeframes necessary to carry out all of Phase 2 requirements against newly confirmed retaining walls.
PHASE 2:
- Conduct a comprehensive asset audit and review of existing recorded assets.
- Conduct a comprehensive update and data capture against asset & spatial information for all assets, including any data gaps.
- Assess asset condition in accordance with specified standards.
- Return an updated inventory in the specified MS Excel and spatial formats suitable for use in the City’s infrastructure asset management system.
- Identify defects in accordance with prescribed defect types.
The deliverables included:
- Summary statement/report detailing the methodology undertaken for all portions of the works, suitable for internal and external audit review, including any improvements or issues identified during the works to be addressed by the City.
- Validated asset data collected including all defects and hazards identified during the works.
- Spatial datasets in the specified format with validated data.
- Copies of the base data and photographs collected and evidence that all discrepancies identified through validation and audits have been eliminated.
Data Review
Talis were required to review potential sites in GIS and determine retaining wall ownership responsibilities. Talis officers visited each of the identified spatial locations and confirmed asset ownership based on a set of business rules defined by the Council.
Field Survey
In-field inventory and condition assessments were conducted on foot at ground level using a flexible GIS-based application tailored to meet project-specific needs. The tool significantly enhances data capture quality through customisable features, ensuring accuracy and consistency in the assessment process.
Project Findings
Across a period of five months, Talis audited a total of 11,629 assets. The Assets team surveyed 465 POS and 17 km of coastal foreshore, assessing assets. Using in-house technology, the team completed a comprehensive update and data capture against assets and spatial information, addressing data gaps, providing a dataset that is compatible with the City’s systems.
This data will help the City make informed decisions on renewal works program development, long-term financial planning, asset management, and financial reporting.
