The Role of Local Government in Waste to Energy Projects by Ronan Cullen

Talis Director & National Waste Leader, Ronan Cullen, recently presented at the 2025 Energy from Waste (EfW) Conference hosted by the Waste Management and Resource Recovery Association of Australia (WMRR) on the Gold Coast.

In his session, “The Role of Local Government in Energy from Waste Projects,” he discusses the role of local governments (LGs) in energy-from-waste (EfW) projects, based on Talis’ experience in the delivery of large-scale procurement projects for regional and local governments in WA, including the foundation feedstocks for two WtE facilities. The presentation highlights changes in local government involvement / risk appetites in waste and resource recovery projects, the shift towards merchant plant models, the evolution of waste supply agreements, and the importance of regional collaboration for waste consolidation. The presentation also throws light on LGs’ strengths in supporting EfW projects through land, approvals, and community engagement, while allowing the private sector to bring their expertise to the project.
